The same report template editor senior medics get in their tablet, available to admins for the whole server.
What a template is
A set of fields the writer fills in, plus text with placeholders that becomes the finished document.

Placeholders
Write {{placeholder}} and it is filled in automatically when the report is generated, patient name, citizen ID, medic name, medic rank, hospital, date, and any field you defined.

Who else can edit them
Medics with the Report templates permission (rank 3+ by default) manage them from the tablet. Admins are not a bottleneck.
