Set per grade in /dojadmin → Permissions. The default is the lowest grade of the starter job that has it (0 Court Clerk, 1 Bailiff, 2 Public Defender, 3 Assistant DA, 4 District Attorney, 5 Judge, 6 Chief Justice).
